How Many People Does It Take To Pick Up Empty Crisp Packets On A 2 Lane Dual Carriage Way?

I would have thought 2, the driver of the truck and the guy walking on the grass verge picking up the liter, but then I do not live in Poole, Dorset, it was decided that the grass on the side of the A 35 needed a bit of a clean, call Purbeck District Council who ordered out an astonishing total of seven men, four safety trucks and the workers' own vehicle, Purbeck District Council said it was simply complying with the present laws to 'maximise the safety of the workforce', it said that private contractors were employed to help carry out the 'cleansing' work but confirmed seven 'operatives' took part and all the vehicles' engines were running, glad to see that only a small carbon footprint was being left then, principal officer, (waste management), Neil Randall could not put a figure on how much the operation cost but said it was part of the overall contract price, so that's all right then, now I am not saying that this job is not with out it's dangers, nobody likes to be walking on the grass verge of a dual carriage way where the national speed limit is 60 M.P.H. but seven men, four safety trucks and the workers' own vehicle, does seem a bit overkill!
