It Appears That One Way To Own A Mobile Telephone,

is to ask some one that owns one what the time is,

the phone is then snatched from the owners hand and the robber runs off, it was such a problem in Stoke-on-Trent that the council installed a electronic clock so muggers could not use the 'what's the time?' ploy, so back in 2008 a giant digital clock was installed at the Central Forest Park skate plaza in Hanley by the city council, but there was a fatal flaw in the scheme of things,

since it's installation it has failed to show the correct time, the council says that mechanical failures and power cuts had caused the problem, a report to the council said: "logically, a clock telling the wrong time provides more opportunity for potential phone snatchers to ask someone for the right time," the council also stated it would be cheaper to remove the clock than repair it, so if you are in Stoke-on-Trent in the Central Forest Park skate plaza in Hanley and some one asks you for the time, tell them to ask a policeman!
