When Is Early Too Early?

that is the question that the folks governed by Hull City Council have to decide, before they shop their neighbours, the council have sent out 'diary sheets' to log incidents - the same way it tackles violent anti-social behaviour, such 'crimes' can be committed by putting bins out at the wrong times or leaving them in the wrong place, householders could face a £100 fixed penalty notice or be fined up to £1,000 in court for leaving rubbish next to a bin or blocking a path with a bin, the clampdown, by Hull City Council, has provoked a furious reaction, with residents insisting they won't do officials' 'dirty work' for them, residents are asked to put their wheelie bins out no earlier than 7am and collect them back in before 7pm, the letter warns lawbreakers they will be prosecuted, adding: 'If you see anyone committing this or anything else you believe may be environmental crime, please complete and return the enclosed diary sheet or contact us immediately.' well I have to say if I were still working in the print industry I would be guilty every week of putting the bins out early, every morning it was up at 06.00, leave the house at 06.30, (put the bin out), walk to the bus stop for the 06.55 number 54 bus, change to a number 36 to Lewisham, clock in at 7.46 and start the machines at 08.00, my neighbours if they were so inclined could book me every week! I have just realised if the 54 was cancelled as it sometimes was I would not arrive home till after 7.30 in the evening, two crimes in one day!
