I Am Sure Many Of Us,

have seen a cartoon ,

where some one sweeps up all of the fallen leaves in autumn only to have a gust of wind blow them back onto the garden again, well The House of Commons in Westminster has a cunning plan to stop that happening, it employs a leaf picker, a gardener strips bare the trees that border the square below Big Ben instead of allowing them to fall naturally, asked about the decision, a Commons spokesman said: “If we waited for the leaves to fall off it would waste a lot of time raking them up, it is more time efficient.”

and there is the gardener on a ladder so you can see the 'before and after' I guess it sort of makes sense, after all it would take some time sweep them up, as it is such a good idea perhaps every local council should employ a leaf picker?
