Wheelie bins and recycling boxes will be left uncollected if they are more than a metre from the road.
The ruling by West Wiltshire District Council means the bins block pavements — forcing pedestrians into the road.
Gordon Morris, 70, had his rubbish left after he put out his bin half on his drive so it didn’t block the pavement — as he has done for 23 years.
The pensioner who pays £1,800 a year in council tax in Southwick said: “It’s just utterly, utterly ridiculous”
A council spokesman said the rule was to speed up collections.
He said an officer had visited Mr Morris and told him he could leave his bin an extra 23cms from the road.
