on the Maldives Islands,
Taiwanese photographer Will Ho was taking a walk when he found the beach littered with literally millions of tiny bioluminescent phytoplankton,
when stressed each individual glows in the dark, the phenomenon has been observed on a semi-regular basis since at least 1901 along the beaches around San Diego, Calif. but from the pictures I have seen this show in the Maldives looks the most impressive, for a better understanding of what is actually happening have a look here for the scientific explanation.
