normally at aquatic shows, but sometimes at outdoor food fairs, they are called koinobori, (鯉のぼり), meaning
"carp streamer" in Japanese, but here instead of fluttering in the wind, they are placed back

in early May, Sabagawa River plays host to an unusual yet
exquisite tradition, the event, whose official name is the Sabogawa
Koinobori Kawanagashi, takes place each year from May 2 – May 5, during
this short period, 120 koinobori are placed into the river to the delight of
spectators,
