someone who goes into a shop and deliberately steals a £1,000 gold chain or a law abiding citizen who puts their wheelie bin out early?
well the thief will get a on the spot fine of £60, the bin owner will be fined up to £110, for those who overfill their bins, leave them out too early, or put out extra sacks of rubbish alongside them, I do not know if it is me, but stealing I would have thought, should carry more of a penalty than putting your bin out to early, below is a comment taken from the article,
