In What Can Only Be Described As Stating The Obvious,

a committee has discovered that we want our trains to be on time and uncrowded, ask anyone in the world that uses a train and I bet that is what you would be told by the traveling public, but just to make sure that is the correct answer, the Rail Safety and Standards Board spent a staggering £500,000 to produce a 178-page report report saying just that, well it found a few other things out as well, such as these pearls of wisdom, that putting belongings on a seat discourages others from sitting down, and that commuters are likely to be in a better mood in the evening than the morning because they are on their way home, but seriously if any one out there wants another report like this for just 10% I would fly back to the UK and prepare the report for you, please!
