the article is here, it seems amazing that so many units have been sold, but the owners are so reluctant to move in, even customs officials at Surat Diamond Bourse have complained they're bored and have nothing to do, at the moment just one or two parcels of diamonds being sent through customs, I wonder why the uptake is so slow?
