decision was made to place sewers under the city of Chicago, the entire city
had to be raised from four to fourteen feet (one to four meters) tall
to increase drainage from the city surface, jacking up Chicago took over two decades,
but it did not disturb daily life, and I am sure at the time so many said it
was impossible, so there is a choice, relocate entire cities or perhaps jack
them up.
